Pass 1: create an empty shell ( [] or {} ) for every id. Now every id has something real to point at, even before it's filled.
Pass 2: walk each node and fill its shell, resolving each ref to the pass-1 shell. Because the shells already exist, a ref to a not-yet-filled object still resolves — that's how cycles come back intact.
